The UAE is betting it can compete with the US, China and Europe for global AI leadership. According to the U.S. Chamber of Commerce, that ambition is being backed by more than announcements.
Building the actual foundations
The UAE is building the foundations required to compete:
- Massive AI computing infrastructure
- Advanced technology capabilities
- Large-scale investment
- Global technology partnerships
- A long-term national strategy toward 2031
- Investment in talent and specialized skills
- Government-led adoption and execution
Leadership with sovereignty
One point stands out in particular: the UAE wants technological leadership while maintaining sovereignty over how its technology infrastructure and capabilities are managed.
AI leadership won't be determined only by who builds the best model — it will increasingly depend on who controls the compute, energy, data, infrastructure, talent, capital, and deployment ecosystem behind those models.
The UAE is smaller in population than the world's traditional technology powers. But in AI, size isn't necessarily the deciding factor — speed, capital, infrastructure, and execution can change the equation.
